If you're going to drop Oates, he actually makes for a decent utility on the bench. He could cover second row or in the middle for a short stint plus be cover for an injured outside back.

I think Kennedy has been one of our better bench players. As for Hoppa, I'm not convinced he's quite up to NRL standard yet.
I think that Oates would actually be a better choice on the bench alongside a hooking utility as he can cover a range of positions in both the forwards and backs.
