Not that I'm aware of, there are some dispensations but mostly seem to be around skill rather than size. And for the most part, the "big" kids below u14's don't have as much impact as people might think as the smaller kids will just run around them with ease. The bigger good kids should...
Its funny, some of the big clubs I mentioned earlier will split their teams into Islanders v's the rest. My boys have mates at those clubs and they hate that that happens (and personally think its wrong). But, there's a switch that happens roughly around U14's which is about where the kids...
I think I remember seeing somewhere that the BRL said the last 2 seasons have been records for junior registrations. Some clubs have 4 or more teams in the same age group.

I reckon the season is too long, can't believe they want expansion. 14 teams is plenty, home and away + finals and rep. Or open up the amount of interchanges a bit.
