Yes it should, otherwise you could never reach forward and plant the ball down because you would be “promoting it”. Promoting it is only an issue if momentum has stopped and his hadn’t.

That ruling has changed this year. They judge now on the overall momentum. You can promote the ball if you are still moving and unfortunately for us he was.
