Court’s don’t reinstate licences after the disqualification period ends. That court order effectively ‘ends’ that licence. One is required to re-attend TMR at the conclusion of that disqualification period and re-apply for a new licence.

It isn’t though. The Magistrate will order their fine referred to SPER and they don’t even pay it, let alone think of it as a deterrent to their behaviour,

He is disqualified from holding, or obtaining a driver licence. There is a difference in there.
