The thing with being a shit side is, you can always dig yourself out of it and be a good side. Regarding the salary cap / juniors / mercenaries etc - I think this is an area the NRL needs to look at the thing is leagues clubs pour in money to junior RL and I doubt they would if clubs werent able to retain control of them.
