Pair teams up for players to move between tier 1 and 2 based on performance. All under NRL brand but marketed up for premier league vs national league or whatever spin. Tier 2 games will do TV lead in to Tier 1. i.e Friday evening Saturday day games x2, Sunday x2 and maybe Monday night. Tier one. Salary cap 9 million (give or take depending on financial state of game). Probably something like: 1. Broncos 2. Cowboys 3. ?Newcastle 4. Canberra 5. Melbourne 6. Perth 7. New Zealand 8. Penrith 9, 10, 11, 12. 4 Sydney teams with best footprint (not the Roosters) Tier 2. Salary cap likely around 2 million (min $50000, max $200000 + luxury tax if overs) 1. Western Brisbane linked to Broncos 2. Titans linked to storm (Melbourne people love GC) 3. Cairns linked to Cowboys 4. Central Queensland 5. Adelaide 6. Darwin ?bears 7. PNG hunters (hard one to link given security issues but have to be a Sydney team). 8. Illawarra Steelers + 4 relegated Sydney teams including Roosters No clubs cut during this transition, if a club fails to financially perform (including relative to tv rights worth and whole league) then 5 yearly review for relegation/promotion.
