They're potentially game changing events, especially in the current iteration of the game with gluts of possession and few ways to get the ball back when you don't have it. I'd go so far as to say a well-timed and well-placed shoulder charge is less likely to cause a head injury than a textbook hips tackle, or the current shoulder-into-chest tackles, as both players heads are up and out of the way.
