Ideally, it'd be awesome to redevelop all of those smaller grounds to create 25-30k stadiums with top class facilities, and then move the bigger games to ANZ or the SFS. But it all comes down to the leadership (or lack of it) from Gallop. Judging by the TV deals, he doesn't value the game as highly as it should be.
