Some ownership needs to be put on the ones who took that risk. If you wholeheartedly blame the person who caused it, you're neglecting the entire point of seatbelts to begin with. What are the circumstances in which this girl HAD to be put in this situation? Dare say it's likely not the first time she has been put at a much higher risk than other kids her age who require at all times to be in a proper harness.
