If we know that this is the case, how about we use the revenue we're happy to grab from infringement notices and reinvest it in doing the research to determine the safest way to consume drugs and avoid motor vehicles for a sufficient amount of time. Seeing as safer road use is supposed to be the purpose of traffic regulatory bodies, this seems to me to be a bit of a no brainer, just a shame it isn't extremely lucrative, so no one in power gives a **** about it.
