It will be tactically the smart thing to do to just throw a field goal over whenever you get within the 20 m line. Have 3 or 4 players who have well drilled set up in that zone and go for it. And with the 6 again rule it will be increasingly easy to get into field goal range. I guess another solution would be to make the penalty for missing a bigger one. 40m restart for the opposition?
