The Panthers are one of those clubs that the NRL can't afford to lose. There's a massive amount of juniors out that way, so if the Panthers were to fall, it would have quite a negative impact on the area for rugby league...especially now that the AFL have entered that market with GWS.

Panthers have been living on hand outs from their leagues club for too long. That is all they know and when the pokie taxes started getting higher and the hand outs kept getting lower, they did nothing.
I remember when my manager at Souths left us and went to Panthers. At Souths he had a maximum merchandise on hand stock amount of about $500,000. He said he had a bottomless amount at Panthers (plus no Crowe checking everything), he obviously just had to sell the merch for it too be worth it. I just don't think they have enough fans who buy merch to generate enough income.
They have one of the lowest membership numbers, their fans just don't seem to get behind them with their wallets. If they increased that it would also increase their bottom line.
Then there is the big end of town. Penrith stadium is a very weak draw card for sponsorship bonuses. If I had a company, I would be more inclined to go for a team playing at SFS or ANZ (not being bias though).
The reason being the chances of getting other "major" events included in the deal. The chances to go see a finals match, SOO, a huge band or something else would be a major drawcard outside of the normal experience to sponsors to spend their big bucks.

Yes, Sydney has too many teams but until something is done about that the Panthers need to work out a way to get out of the red, maybe they need to look at private ownership as well.

I don't think you can compare Tigers to Panthers via crowd figures. Tigers fans have really got behind their team and more so when it comes to attending games. Plus they also buy a fair bit of merchandise as well. Walk around Campbelltown and you will generally see a fair few people with West Tigers merch and then you will see other team supporters. They also have a fair few members as well.
I just have a feeling the huge supporter base in the Penrith area at the junior level is made up by a majority of families with those socio-economic factors. They most probably do not actually support the Panthers and the kids are more inclined to look at signing contracts with bigger clubs that get them out of Penrith.
