I'm sure there are plenty of others like these two. The reality is that players just develop at different rates. You have guys like Jayne who dominated from the outset only to decline over the course of his career. As opposed to guys like Corey Parker who mature like a fine wine only getting better with age. This is why we need to be patient with guys like Shiba. He is a big lad who undoubtedly has some ability.
