It is restructuring the 17 to get the best out of the rules. Something teams struggle to do when the rules affect their marquee men the most (who they don't want to demote because of their reputation). The Raiders are the team that has suffered the most from these rules changes. While they had backs that suit a quicker game, it has destroyed their game plan. The Raiders carry a lot of big forwards, and their game plan was simple but effective: use their fast backs earlier in the set to milk penalties with their fast play the ball and staging for penalties. Then when the refs blow the whistle, take the piggy back up the field, and then use your bigs like Pappali to attack the try line. With the 6 again calls by the bunker, the Raiders backs don't get the same advantage of a penalty halfway up the ground. 6-again is nice, but not when you've lost 2-3 seconds of milking (enabling the defence to reset their line). And their forwards are forced to make harder yards getting out of trouble. My own Cowboys are suffering under these rules because Taumalolo was by far the best lock in the world.
