One minute they're all about cracking down on ANY contact with the head at all (ie Kotoni recently for tackling too hard across the chest because it looked awesome, or Flegler's arm into Sivili's nose because he ducked his head into his arm), but the next minute they can look at a forearm to a guy's head and say "nah he was just making a tackle, nothing to see here" - wtf?!
