Pool A play each other and all go through, that's 3/8 semi finalists. Top 3 of Pool B go through after their pool matches, 6/8. Then you have the top teams in C + D fill the last two spots. If they don't want to give two spots to tier 3's then everyone in pools A+B go through. They can all get mixed up anyway if they want, especially if all 7 go through. Gives everyone relative competition, sets up some quality semi-finals, and stops the 70+ scorelines we're seeing. I feel it degrades both the competition and related stats/records Edit: some may ask the point of pools A+B playing at all if they all go through but all teams need gametime, especially as it's post-season and they don't play together often.
