I'd argue Bellamy knew or was negligent or deliberately turned a blind eye but he was responsible. He's an outright cheat and his team reaped huge rewards. Flanagan on the other hand received no such rewards, his team failing in 2013. You don't address my question though and it's a simple yes or no question: do you think more than a 100 people from two different codes deliberately colluded and kept secret a plan to cheat?
