Thats a mistake if thats where they intend to end up. I think their strategy to lowball early in negotiations is bad but I can see the reasoning behind it. If you start low you may get more realistic offers from other clubs on the table in the first instance to start the bidding. A better policy to apply to Gutho than Mahoney.they don't plan to do that either. they're reportedly sticking to the 450k offer for Mahoney. 1 or 2 more defections might change their minds (if Mahoney isn't one of the defections)
