I'd agree with penalty, but I think if you start calling that a sin bin, then it could become a very slippery slope and you'll start seeing defenders stay down and taking dives moving forward.
If you allow them to penalise reportable offences that occured from previous tackles then the bunker interference could become insane.

Possibly, but i do think its more their lack of depth is hurting them now. Losing a player like Gilbert as well hasnt done them any favours.
