I like your voluntary tackle idea as that shits me. If a player falls to the ground without being tackled you should be allowed one free kick to their head.There are two rules that really need to be changed in the off-season.
1. The advantage rule. It's ridiculous that you can play on after picking up a knock on and will keep the ball even if you play on and lose it because they haven't gone 10 metres. They really need to change that. If you play on, that's your advantage played straight away.
2. If a player wants to make a voluntary tackle, the defending team should be allowed to pick them up and drag them over the sideline or the in-goal. Either that, or the player making the voluntary tackle is to be penalized.

Still think the kick option is more preferable.you can already get penalised for a voluntary tackle ...
the problem is the defending team more often than not try to drag the ball carrier back in goal or in touch, the second the defender touches a player it is deemed to be legit tackle ... what the defending team should be doing is stand over the player and not lay a hand on him. then either the ball carrier is pinned for a voluntary tackle or they get up and give the defender a legit opportunity to push him back in goal/ in touch
